MINUTES
December 10, 2019
7:00 P.M.
The Roscoe City Council met in a regular meeting on December 10, 2019 at 7:00 p.m. in City Hall. The meeting being open to the public and notice of said meeting giving the date, place and subject thereof, having been prescribed by law, there being present the following members: Mayor Frank Porter, Edwin Duncan, Susie Alford, Billy Joe Jay, Robert McBride and City Attorney, Zollie Steakley. KC Hope was absent.
Mayor Porter called the meeting to order at 7:00 p.m. stating a quorum was present. Billy Joe Jay led the invocation.
City Administrator, Cody Thompson, updated Council on several items: the Christmas lights are up; our City Engineer, Scott Hay, is planning a meeting to go over some TCEQ
requirements with Cody, Joe and Belinda; we should go out for bids on the upcoming water line improvement project in January; we have had to order new filters for the RO system, the old ones didn’t hold up as long as expected; on December 16th we will have a conference call with the firm that has completed our rate study. They will help us determine our water and sewer rates to accommodate our loan repayment requirements.
Chief of Police, Felix Pantoja, presented his monthly police report. There were a total of 137 calls, 8 arrests, 2 crashes, 2 citations and 7 warnings.
Edwin Duncan moved to approve the November minutes, second by Billy Joe Jay, all in favor, motion carried.
Billy Joe Jay moved to approve the November bills, second by Edwin Duncan, all in favor, motion carried.
Council discussed salaries for the new City Clerk and City Secretary. After discussion, Edwin Duncan moved to set the Clerks salary at $2700.00 per month and after a 6 month trial period, raise to $2971.00 per month and to set the Secretary’s salary at $3720.00 per month, second by Billy Joe Jay, all in favor, motion carried.
Chief of Police, Felix Pantoja, asked permission to hold a Christmas parade to be held on December 21st. He stated that the Community Center is sponsoring this parade. Robert McBride moved to approve this parade, second by Edwin Duncan, all in favor, motion carried.
The meeting adjourned at 7:15 p.m.
