Council Meeting Minutes
REGULAR COUNCIL MEETING MINUTES September 17, 2019 7:00 P.M. The Roscoe City Council met in a regular meeting on September 17, 2019 at 7:00 p.m. The meeting being open to the public and notice of said meeting giving the date, place and subject thereof, having been prescribed by law, there being present the following members: Mayor Frank Porter, KC Hope, Edwin Duncan, and Susie Alford. Billy Joe Jay, Robert McBride and City Attorney, Zollie Steakley, were absent. Mayor Porter called the meeting to order at 7:07 p.m. stating a quorum was present; he then led the invocation. Amy Strother addressed Council about her next door neighbor that has more than 100 chickens. They get over into her yard and destroy her garden, flowers, etc. Chief of Police, Felix Pantoja, told her that he has given the owner a citation and he will receive more if they don’t take care of the matter. City Administrator, Cody Thompson, informed the Council of several items: the sewer line replacement project is nearing completion. The company has not done a very good job on this project. They have been slow and have had to replace some of what they’ve done; he and Joe Vick have completed 20 hours of utility training in Laredo last week; The cities engineering firm of e/HT is still working on the water line improvement project; the RVFD will be flushing fire hydrants on September 21st and possibly the 28th. Chief of Police, Felix Pantoja, reported approximately 130 calls for the month; there have been 4 vehicle burglaries since August and one person was bitten by a dog. Edwin Duncan moved to approve the August minutes and bills paid, second by KC Hope, all in favor, motion carried. KC Hope moved to approve ordinance #146 setting the 2019 tax rate, second by Susie Alford, all in favor, motion carried. After discussion of 2018-2019 budget amendments, KC Hope moved to approve these amendments, second by Edwin Duncan, all in favor, motion carried. Edwin Duncan moved to adopt the 2019-2020 budget, second by KC Hope, all in favor, motion carried. Sean Martin with Atmos Energy was present to discuss ordinance #147 approving a negotiated settlement between Atmos Cities Steering Committee and Atmos Energy Corp., Mid-Tex division regarding the company’s 2019 rate review mechanism filing. After discussion, Edwin Duncan moved to approve this ordinance, second by KC Hope, all in favor, motion carried. Carl Childers with Young Farm Estates presented a proposal regarding financial involvement by the City in Young Farm Estates. After discussion of the proposal, Council tabled any action until October when all members are present and have had more time to study the proposal. Edwin Duncan moved to approve a Homecoming Parade to be held October 5, 2019 at 10 a.m., second by Susie Alford, all in favor, motion carried. City Administrator, Cody Thompson, presented the September/October newsletter for approval. KC Hope moved to approve this newsletter, second by Edwin Duncan, all in favor, motion carried. The meeting adjourned at 8:06 p.m.
