Council Meeting Minutes
REGULAR COUNCIL MEETING MINUTES February 12, 2019 7:00 P.M. The Roscoe City Council met in a regular meeting on February 12, 2019 at 7:00 p.m. The meeting being open to the public and notice of said meeting giving the date, place and subject thereof, having been prescribed by law, there being present the following members: Mayor Frank Porter, Robert McBride, KC Hope, Edwin Duncan, Susie Alford, Billy Joe Jay and City Attorney, Zollie Steakley. Mayor Porter called the meeting to order at 7:00 p.m. stating a quorum was present. Zollie Steakley led the invocation. Jason Grizzle with E-On discussed the sewer line problems they have been having. The City has been working on this problem for several days and today they replaced about 120 feet of six-inch sewer line. City Administrator, Cody Thompson, said he believes the line is fixed now, but for E-On to let him know if anything else needs to be done. City Administrator, Cody Thompson, presented his monthly report to Council. There was a major water leak at Eagle Railcar because that company had been doing dirt work and accidentally destroyed a 2-inch water meter and a 6 inch water line; we have replaced about 100’ of sewer line on 4th Street and have scheduled other sanitary sewer repair on Sycamore St and at RCISD between 6th and 7th Streets; the current sanitary sewer line grant project has been held up due to the Government shutdown, however, this should be back on track soon; water line improvements will be discussed at the March meeting; Carl Childers is going to restore the old cotton house across from The Lumberyard; the Lumberyard has been undergoing expansion and should be completed in a couple of months; the lift station pump went out and we had to purchase a new one. The old one lasted about 12 years, which is rare. Chief of Police, Felix Pantoja, presented his monthly police report. There were a total of 98 calls, 12 traffic warnings, 4 citations and one vehicle crash. He also presented the annual racial profile report to Council. Billy Joe Jay moved to approve the January minutes and bills paid, second by KC Hope, all in favor, motion carried. Ricky Bowman, the City’s auditor, presented the 2017-2018 annual audit report. After discussion, Robert McBride moved to approve the report, second by Edwin Duncan, all in favor, motion carried. Robert McBride moved to order an election to be held on May 4, 2019 for the purpose of electing a Mayor and one Councilmember, second by Billy Joe Jay, all in favor, motion carried. Edwin Duncan moved to approve Sheila Santiago as election judge and Helen Perry as the alternate judge and Donna Parker and Belinda Ince for the early voting judge and clerk for the May 4, 2019 election, second by Robert McBride, all in favor, motion carried. Robert McBride moved to select April 29th and 30th for City Hall to be open for 12 hours during the early voting period, second by Susie Alford, all in favor, motion carried. Robert McBride moved to approve resolution #147 adopting necessary civil rights and fair housing policies for the CDBG grant, second by KC Hope, all in favor, motion carried. Billy Joe Jay moved to approve resolution #148 designating authorized signatories for the CDBG grant, second by Susie Alford, all in favor, motion carried. Those signatories are: Mayor Frank Porter, Cody Thompson, Donna Parker and Robert McBride. Robert McBride moved to approve March 21st through March 28th for the annual spring clean-up, second by KC Hope, all in favor, motion carried. The hours of operation will be 9 a.m. to 7 p.m. Robert McBride moved to approve July 6, 2019 for the 4th of July celebration, second by Susie Alford, all in favor, motion carried. Robert McBride moved to approve the February/March newsletter, second by Edwin Duncan, all in favor, motion carried. Chief of Police, Felix Pantoja, asked Council for approval of a resolution in support of Application for NIBRS Grant. Edwin Duncan moved to approve this resolution, second by Robert McBride, all in favor, motion carried. The meeting adjourned at 7:48 p.m.
